Mayor Ferdie Signs ECCD Council Order

Mayor Ferdinand V. Estrella signed Executive Order No. 14 s. 2017, An Order Creating the Early Childhood Care and Development (ECCD) Council of the Municipality of Baliwag last May 9, 2017 in order to oversee and support all programs for the welfare of the children.

This order is pursuant to Republic Act No. 8980, otherwise known as the Early Childhood Care and Development Act, which specifies that children from 0 to 6 years old are bound under a comprehensive policy that aims to safeguard their rights and welfare. It is also in accordance to the Municipality’s efforts in providing a holistic avenue for the children to grow and flourish, and protect them from all kinds of abuse and exploitation.

Headed by Mayor Estrella, Municipal Administrator Enrique V. Tagle, and Maria Cristina Silamor, the council is tasked to ensure the efficient delivery of services and effective implementation of programs at the barangay level. A Human Resource Development Program is also to be developed in order to systematize the operations of the ECCD service providers and supervisors. They will also supervise the documentation and database to be submitted to the Regional Committee for the Welfare of Children (RCWC) of the Regional Development Council (RDC).

The Municipal Social Welfare and Development Office (MSWDO) will play a vital order in the implementation of this order as they will provide the secretariat who will coordinate and monitor the ECCD programs in the municipal and barangay levels.
