To lead and strengthen disaster risk reduction and management in the City of Baliwag through the formulation and effective implementation of inclusive, responsive, and sustainable policies, plans, and programs. The Baliwag CDRRMO commits to capacitating Baliwageños, enhancing preparedness and emergency response, reducing vulnerabilities, increasing public awareness, and continuously improving strategic and systematic approaches to mitigate the impacts of hazards and unforeseen disasters.
A safe, resilient, and disaster-prepared City of Baliwag, where empowered and informed citizens work together with a responsive local government to reduce disaster risks and protect lives, livelihoods, and the environment.
The City Disaster Risk Reduction and Management Office (CDRRMO) shall be responsible for the planning, coordination, and implementation of disaster risk reduction and management activities in the City, and shall discharge, perform, and observe the following duties, functions, and responsibilities in accordance with Section 12 of Republic Act No. 10121, to wit:
Design, program, and coordinate disaster risk reduction and management (DRRM) activities consistent with the standards, policies, and guidelines of the National Disaster Risk Reduction and Management Council (NDRRMC);
Facilitate and support disaster risk assessments, vulnerability analysis, and contingency planning activities at the city level;
Consolidate barangay and city disaster risk information, including natural hazards, vulnerabilities, and climate change risks, and maintain and regularly update the city disaster risk maps;
Organize and conduct training, orientation, capacity-building, and knowledge management activities on disaster risk reduction and management for city and barangay stakeholders;
Operate and maintain a multi-hazard early warning system linked to disaster risk reduction to provide accurate and timely advisories to concerned authorities and the general public through various mass media and communication platforms, particularly radio, landline communications, and appropriate technologies for urban and rural communities;
Formulate, implement, and monitor a comprehensive and integrated City Disaster Risk Reduction and Management Plan (CDRRMP) in close coordination with the City Development Council (CDC);
Identify, assess, and manage hazards, vulnerabilities, and risks that may occur within the City;
Disseminate information and raise public awareness on hazards, vulnerabilities, risks, early warning signs, and appropriate preparedness and mitigation measures affecting the City;
Identify, recommend, and implement cost-effective disaster risk reduction measures and strategies;
Develop, strengthen, and operationalize mechanisms for partnership and networking with national government agencies, barangays, civil society organizations (CSOs), private sector entities, academe, and volunteer groups;
Respond to and manage the adverse effects of emergencies and disasters, and carry out recovery, rehabilitation, and relief operations in affected areas, ensuring the efficient and timely delivery of food, shelter, medical assistance, and other essential services, with particular attention to vulnerable sectors;
Serve as the secretariat and executive arm of the City Disaster Risk Reduction and Management Council (CDRRMC).
