DTI-3 Recognizes Baliwag as the Nation’s 9th Most Competitive Municipality

 

The Municipality of Baliwag was conferred the recognition by the Department of Trade and Industry Region 3 as the 9th Most Competitive Municipality, Rank 2 in Infrastructure Indicator and Rank 10 in Government Efficiency Pillar based from the Cities/Municipalities Competitiveness Index at The Orchid Gardens, City of San Fernando on December 7, 2018.

Present during the ceremony to receive the awards on behalf of the LGU were Municipal Administrator Enrique V. Tagle together with LEIPO Karen Joy R. Rivera, MDDRMO Head Alvin Lee Asuro, NutriPop Head Brenda Bernardo and Project Officer  Clarinda Guanzon. The said event was led by DTI Provincial Director Judith P. Angeles and Assistant Provincial Director Zorina Aldana. The keynote speaker for the awarding ceremony was Mr. Guillermo Luz, former co-chair of the National Competitiveness Council.

 

 

 

The CMCI is an annual ranking of the country’s cities and municipalities developed by the NCC  through the Regional Competitiveness Committees (RCCs) with the support of the United States Agency for International Development (USAID).

 

The Cities and Municipalities are ranked on their competitiveness based on their overall score which is the sum of all the scores of the four main indicators. These four main pillars are the Economic Dynamism, Government Efficiency, Infrastructure and Resiliency which pool data from other sub-indicators. Based from the index, the higher the score of the city or municipality the more competitive it is.

It can be recalled that Baliwag was awarded the 3rd Most Improved Municipality in 2017 for its rank jumped from 960th in 2016 to 47th the next year.  For 2018, the business-friendly town ranks 9th among the more than 1400 Municipalities in the Philippines making it the Most Competitive First Class Municipality in Bulacan and also in the entire Central Luzon.

“In behalf of LGU Baliwag and  Mayor Ferdie V. Estrella, we wish to thank all the  diligent men and women who always give serbisyong may malasakit and made this great milestone be achieved. Our rankings for the past two years under this administration truly serve an inspiration for everyone of us to continue implement more projects and programs to give more than what Baliwagenyos deserve,”  said by MA Tagle.

“Next in pipeline is the opening of the Baliwag Business Center which is a co-location of all departments of the municipality having business related transactions, utility companies and also national agencies. It will serve as a Business One-Stop Shop providing streamlined processes in getting clearances and permits,” he added.

Last August 16 during the 6th Regional Competitiveness Summit at the PICC, Mayor FVE received the award of Baliwag being the top 2 in Infrastructure for 1st and 2nd Class Municipalities Category based also on the CMCI given by the DTI – Competitiveness and Ease of Doing Business Group.

DICT eBPLS Users Training at Baliwag, Bulacan

BALIWAG, BULACAN. The Municipality of Baliwag in partnership with the Department of Information and Communications Technology (DICT) conducted a 3-day Electronic Business Permits and Licensing System (eBPLS) Training last November 27-29, 2018 at the Business Permit and Licensing Office (BPLO), G/F Annex Building, Municipal Hall Compound, Bagong Nayon, Baliwag, Bulacan.

The participants actively listen to the DICT trainers as they explain the eBPLS application software.

The training was attended by participants from the BPLO, Municipal Information and Communications Technology Office (MICTO), Office of the Municipal Treasurer, Human Resource Management Office (HRMO), Bureau of Fire Protection (BFP), Office of the Building Official/Engineering Office, Municipal Planning and Development Office/Zoning Administrator, Municipal Health Office (MHO), Municipal Environment and Natural Resources Office (MENRO), Assessor’s Office, and Investment Promotions Unit (IPU).

One of the participants demonstrate the roles and responsibilities of the BPLO user account.

Mr. Jose Nilo C. Fernando, the BPLO Chief supervised the 3-day training held at his office, and accepted the challenge this new system will bring to the processing of business permits. “Habang tayo ay umuunlad, kailangan pa natin itong isabay sa makabagong sistema na mas makakapagpabilis ng pagpo-proseso ng mga aplikasyon sa pagkuha ng business permit. Gayundin naman, kailangan din nating sumunod sa mga latest development sa batas ukol sa paghahandog ng serbisyo sa publiko. Malaking tulong ang pag-a-upgrade natin sa eBPLS na handog ng DICT,” Mr. Fernando firmly expressed.

The training is likewise a response to the mandate of the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (RA 11032) to automate the business permitting and licensing system for a more efficient business registration process.

The municipality, thru the leadership of Mayor Ferdinand V. Estrella on the advent of his term, already started reforms in the business registration process. Various programs such as the Sitting Pretty Campaign (SPC) and the creation of the Joint Inspection/Assessment Team (JIAT) were introduced to better serve the public, especially the business sector.

The DICT eBPLS will allow business owners to file their application for business permits online and enable the municipality to process the applications electronically. The DICT eBPLS implements business processes based on the DILG-DTI-DICT JMC 2016-01 standards and therefore shortens the processing time and provides up-to-date information on the status of applications to the business owners and to the municipality. END

In the past, the BPLO personnel attended the COACHING AND MENTORING ON BPLS AUTOMATION/COMPUTERIZATION CUM E-BPLS USER TRAINING on November 14-16, 2018 held at Calamba City, Laguna as part of its support to this DICT program.

Baliwag, muling tinanghal bilang SGLG 2018 Awardee ng DILG

Sa dalawang magkasunod na taon sa ilalim ng pamumuno ni Mayor Ferdie V. Estrella ay muling itinanghal ang Lokal na Pamahalaan ng Baliwag bilang ‘Seal of Good Local Governance (SGLG)’ 2018 awardee ng Department of the Interior and Local Government (DILG) dahil sa hindi matatawarang tapat na pamamahala at kahusayan sa pagbibigay ng serbisyo sa kanilang nasasakupan.

Tinanggap ngayong araw ni Mayor Ferdie ang nasabing parangal kasama ang kaniyang butihing asawa na si Mayora Jonnah Estrella, Municipal Administrator Enrique V. Tagle at Municipal Local Government Operations Officer (MLGOO) Jayfie Nasarro sa Manila Hotel sa kamaynilaan.

Ayon kay Mayor Ferdie, ‘walang mapaglagyan ang kaniyang kasiyahang nararamdaman sa muling pagkapanalo ng Baliwag sa dalawang magkasunod na taon. Labis ang kaniyang pasasalamat sa lahat ng taong patuloy ang pagtitiwala sa kaniya at lalo na sa lahat ng kawani ng Pamahalaan ng Bayan ng Baliwag na buong puso at tapat na nagbibigay ng kanilang serbisyong may malasakit para sa ikauunlad ng Baliwag at ikagiginhawa ng mga Baliwagenyo.

Ayon sa mga political observer sa bayang ito, maraming magagandang epekto ang sunod-sunod na pagkapanalo ng Baliwag sa mga iba’t ibang parangal na kanilang nakakamit sa pangunguna ng administrasyong Estrella dahil mas nakikilala ang bayan. Kasabay nito ang pagtaas ng kredibilidad ng bayan at mas maraming opurtunidad ang makamit, lalo na kung ito ay magiging tuloy-tuloy pa sa mga susunod na taon.

Ang Seal of Good Local Governance ay ang pinakamataas at prestihiyosong parangal na ipinagkakaloob lamang ng gobyerno sa mga lokal na pamahalaan na nagpapakita ng natatanging kahusayan sa kanilang mga tungkulin at hindi matatawarang serbisyo na kanilang binibigay sa kanilang mga nasasakupan.

Matatandaan na mas naging mahigpit at tinasaan ng DILG ang kuwalipikasyon ng SGLG. Kung dati ay kailangan lamang ipasa ng mga pamahalaang lokal ang apat na core areas at isang essential area, sa SGLG 2018 ay kailangan maipasa ang pitong sektor ng pamamahala.

Ang nabanggit na pitong sektor ng pamamahala ay ang mga sumusunod: Financial Administration o Pamahahala sa Kaban ng Bayan, Public Order and Safety o Katahimikan, Kaayusan at Paglaban sa Droga, Disaster Preparedness o Paghahanda sa Sakuna, Social Protection o Pagpapaunlad at Pangangalaga sa Kapakanan ng Mamamayan, Environment Protection o Pangangalaga sa Kalikasan, Business Friendliness at Competitiveness o Maayos na Sistema para sa mga Negyosyante at Namumuhunan at Arts, Culture and Tourism o Suporta sa Sining, Kultura at Pamana at Pagpapaunlad ng Turismo.

BALIWAG OPLAN KALULUWA 2018

Baliwag set its best foot forward to achieve peaceful celebration of the upcoming Undas 2018 as Baliwagenyos commemorate with their departed love ones.

Known as one of the towns with the most number of cemeteries in the country, Baliwag homes for various cemeteries some of which are; Baliwag Municipal Cemetery, Catholic Cemetery, Baliwag Memorial Cemetery, Gateway to Heaven, Makinabang Cemetery, Mt. Zion Cemetery, Yabut Cemetery and the recently opened Golden Gate Cemetery. With this volume of cemeteries, Baliwag foresees huge number of crowd that will visit the respective niches of their love ones. Thus, as early as the initial week of October, Mayor Ferdie Estrella commands to create the Technical Working Committee that will be responsible for the safety, coordination and security of the town most especially on barangays where these cemeteries are located days prior to October 31 – November 03.

The Technical Working Committee headed by the Municipal Administrator Enrique Tagle dubbed the Oplan Kaluluwa that aims to secure peace and public safety as the town expects thousands of people that will be visiting the graves of their love ones on cemeteries in Baliwag. The TWG has been meeting almost on every week to furnish each details of the plan.

Baliwag Traffic Management Office presented a Rerouting Plan that will guide motorists during the occasion. Streets around the major cemeteries in Baliwag will be declared one way to reserve the other side for the bulk numbers of pedestrians that will be visiting from one cemetery to another. In line with this, parking areas are also identified by BTMO.

Baliwag Rescue FVE, Municipal Health Office together with their partner Civil Society Organizations (CSO’s) also vows to give medical and emergency assistance for the public. Meanwhile, the Baliwag PNP along with some CSO’s also established keen security plan to ensure public safety as they enforce mandatory bag inspection upon entrance to cemeteries. Barangay Tanod are also placed on every street junctions to assist motorist that may encounter difficulty in finding Exit and Entrance Points.

Public advisories about what to bring and what not to are posted both on official social media pages of Baliwag and designated tarpaulin posting locations in town to remind the public. Some of the reminders include Proper Garbage Disposal, Way Finding Signages, Inspect Booths and others. Leaflets that contains all necessary information like emergency hotlines, location map for rerouting and personnel finding will also be provided by the LGU through the Public Information Office and Public Assistance and Complaint Center.

Free WiFi access will also be established during the celebration that may allow the public to post social media status and other concerns online. In accordance, the free WiFi also encourage Baliwagenyos to download the latest Baliwag HiFVE App available for free on Google Playstore for updates, announcements and other concerns in Baliwag.

Through the efforts and cooperation of different offices of the Municipality, Baliwag ensures that the day where niches becomes a reunion venue for families will be secured for everyone.

Mayor Ferdie at Kon. Joel, Naghain ng Kandidatura sa ilalim ng PDP Laban

Baliwag, Bulacan – Muling naghain ng kanyang kandidatura si Mayor Ferdie Estrella para sa kanyang ikalawang termino kasama ang kanyang magiging katuwang, Kon. Joel Pascual na naghain naman ng kandidatura sa pagka bise-alkalde sa ilalim ng Partido Demokratikong Pilipino (PDP Laban) na kung saan si Pangulong Duterte ang Party Chairman.

 

Kasama ni Mayor Ferdie at Kon. Joel Pascual ang re-eleksiyonistang si Kon. Dingdong Nicolas at pito pang konsehal na pawang mga beteranong lingkod sa bayan. Sina 2nd District Board Member Atty. Buko dela Cruz at dating Vice Mayor Tony Patawaran na nakatapos na ng kanilang termino ay muling magbabalik sa Sangguniang Bayan.

Baliwag Most Competitive First Class Municipality in Central Luzon

The Municipality of Baliwag ranked 13th out of 1363 entries of municipalities in the latest Cities and Municipalities Competitiveness Index 2018, while also ranking the 9th most competitive economy  among the 1st and 2nd class Municipalities.

In Central Luzon, it also bagged the Most Competitive First Class Municipality title and also hailed as the Most Competitive Municipality in Bulacan.

It was followed by Marilao (49th), Guiguinto (229th), and Santa Maria (284th)—all on the nation’s top 300 list.

Furthermore, Baliwag topped in Infrastructure and Government Efficiency pillars placing 2nd  and ranked 10th respectively. The index looked at 4 pillars, namely: economic dynamism, government efficiency, infrastructure and resiliency.

Economic dynamism measures the economic activity and productivity of the LGU which include the size, growth and structure of local economy (business), employment, cost of living and doing business, financial institutions and engagement of business sectors.

In the government efficiency pillar,  LGUs are looked up as anti- corrupt entity and able to enforce contracts which is for effective and sustainable expansion. Indicators include capacity of health services and schools, security, business registration efficiency, compliance to BPLS standards, investment promotions, tax collection’s ratio to revenues, LGU recognitions and social protection.

The third pillar is infrastructure represents the idea that making productivity sustainable over time. Data involved includes existing road network, distance from local ports, availability of basic utilities, internet connection, etc.

The fourth and newest pillar is resiliency.   It measures the capability of the LGU to sustain competitiveness.   It is ensuring a competitive environment to make businesses sustain their profits, create jobs and increase the productivity of its people.

The ranking this year implies that Baliwag had a 360 degrees turn around on its rankings for the last three years based on the CMCI. It can be recalled that in 2016, Baliwag ranked 960th among all municipalities, 47th in 2017 and 13th this year.

Baliwag’s soaring rankings are undeniably credited with the series of reforms and measures instituted under the leadership of Mayor Ferdinand V. Estrella, realizing the vision of Baliwag becoming the most competitive municipality in the country.

Baliwag, handa na sa Undas 2018

Plantsado na ang mga paghahanda ng iba’t ibang tanggapan na lalahok sa Oplan Kaluluwa 2018 sa bayan ng Baliwag upang masiguro ang kaligtasan, kaayusan at katahimikan sa paggunita sa Araw ng mga Kaluluwa at Yumao na.

Nagtipon-tipon muli ang Oplan Kaluluwa Technical Working Group (TWG) Miyerkules ng hapon na dinaluhan ng iba’t ibang sangay ng mga awtoridad upang muling talakayin ang mga itatalagang Incident Command System, Assistance Help Desk, at mga nakatakdang alternatibong ruta sa mga pangunahing kalsada ng Baliwag patungo sa kalsadang nakapaligid sa mga sementeryo upang maging maayos ang daloy ng trapiko sa nasabing araw.

Hangad ni Mayor Ferdie V. Estrella na magkaroon ng isang matiwasay at maayos na Undas ang bawat Pamilyang Baliwagenyo nang makapagbigay galang at pugay sila sa kanilang mga yumaong kapamilya at sila ay makapagsama-sama upang alalahanin ang kanilang mga namayapang kamag-anak.

Kaya muli rin tiniyak ng PNP Baliwag na magiging maigting ang kanilang seguridad at mahigpit ang inspeksyon sa mga sementeryo upang matiyak ang pangkalahatang kaligtasan. Kanila rin pinaalala na pinagbabawal na magdala ng kahit anong mga ‘deadly weapon’ o kahit anong mga nakatutusok na bagay; alak sapagkat bawal mag-inuman sa sementeryo; at radyo o anumang uri ng sound system na maaaring makabubulahaw sa iba.

Inaaasahan na daan-daang Baliwagenyo ang dadalaw ngayong taon sa kanilang mga yumaong kapamilya kaya naman sinisigurado ng lokal na pamahalaan at ng mga awtoridad na handa na ang Baliwag para sa Undas 2018.

Mayor Ferdie, naghain ng COC para muling maging alkalde ng Baliwag

Pormal nang naghain ng Certificate of Candidacy (COC) para muling maging alkade si Mayor Ferdie V. Estrella sa Commission on Elections – Baliwag sa huling araw ng pagpa-file ng kandidatura.

Kasama ni Mayor Ferdie na nagsumite ng kanilang COC ang kanyang tatakbong Vice Mayor na si Joel Pascual at mga konsehal na sina Cora Agustin, Ogie Baltazar, Edwin Bautista, Bien Gonzales, Dingdong Nicolas, Tony Patawaran, Lowell Tagle at Atty. Buko dela Cruz.

Bago dumiretso ng COMELEC-Baliwag ay dumalo muna sa isang banal na misa si Mayor Ferdie at kaniyang mga ka-partido sa St. Augustine Parish Church upang mag-alay ng dasal sa pagtakbo sa Halalan 2019.

Halos 2,000 tagasuporta ang nakilahok at nagpahayag ng kanilang pagmamahal sa team ni Mayor Ferdie sa pamamagitan ng pasusuot ng berde at pag-martsa patungong Comelec.

Ayon kay Mayor Ferdie, “Kailangang magpatuloy ang pagpapabuti sa imahe at estado ng Baliwag sa pamamagitan ng Serbisyong May Malasakit mula sa tunay na Dugong Baliwag, Pusong Baliwag.”

Sa unang dalawang taon ni Mayor Ferdie, maraming karangalan ang ipinagkaloob sa Baliwag kabilang ang mga prestihiyosong Seal of Good Local Governance, Most Competitive LGU, E-Gov Awards at Most Outstanding Mayor Award.

Si Mayor Ferdie ay naglilingkod sa kanyang unang termino pa lamang ngayon, matapos niyang talunin ang dating nakaupong punongbayan sa Baliwag.

BALIWAG, ‘BACK TO BACK’ WINNER SA DICT E-GOV AWARDS

Muling nag-kampeon ang Baliwag sa katatapos lang na Department of Information and Communications Technology (DICT) E-Gov Awards para sa Baliwag Information Profiling System (BIPS)  para sa kategoryang Government Inter-Operability at nagwagi naman sa ikalawang pwesto ang  Baliwag High FVE Mobile App para sa kategoryang Global Competitiveness.

Pinangunahan ni Mayor Ferdie V. Estrella at Baliwag Municipal Information at Communication Technology Office (MICTO) Head Brainard Ardoña ang pagtanggap ng mga parangal noong ika-13 ng Oktubre, 2018 sa Philippine International Convention Center (PICC).

Ang Baliwag High FVE Mobile App at BIPS na proyekto ng Baliwag MICTO ay naglalayon na mas mapabilis ang transaksyon at daloy ng impormasyon hindi lamang sa loob ng lokal ng pamahalaan kung hindi para rin sa mga Baliwagenyo sa tulong ng teknolohiya.

Ayon kay Mayor Estrella, labis ang kaniyang kasiyahan sa pagkapanalo ng Bayan ng Baliwag sa nasabing parangal. Dagdag niya, siya ay naniniwala na mahalaga ang tamang paggamit at integrasyon ng teknolohiya sa pamamahala kung kaya binibigyang diin sa bisyon ng Pamahalaang Bayan ang pagiging sentro ng Baliwag sa technological advancements.

Ang eGov Award ay isang prehistiyosong parangal na nag lalayon na paigtingin ng bawat pamahalaan sa buong bansa ang pagbibigay ng mga impormasyon sa kanilang mga nasasakupan upang mas madali nila itong matanggap at mapakinabangan gamit ang teknolohiya.

Maaring i-download ang Baliwag High FVE Mobile App sa kahit anong android phones at ito ay malapit na ring ilunsad sa Iphone Operation System (IOS) Apple upang malaman ang mga bagong balita at pangyayari sa loob ng Bayan ng Baliwag.
