Mayor Ferdie Estrella signed an executive order ordering the prohibition of modified mufflers for all types of vehicles in Baliwag.
Executive Order Number 36 or the Anti-Muffler Modification Order of Baliwag is in lieu with Republic Act 4236 (An Act to Compile the Laws Relative to Land Transportation and Traffic Rules) and the Kautusang Bayan Bilang 08 s014 of Baliwag. The EO was signed on November 17, 2016.
The order is part of the promotion of public health and protection against noise and air pollution. It is also intended to promote awareness of the right to a peaceful living environment for every individual.
Executive Order No. 36 prohibits private and public vehicles owners and drivers from motorcycles up to bigger vehicles such as trucks and buses to use modified mufflers that produces excessive noise and smokes. Mufflers shall remain in its factory standard setting to ensure its appropriate usage as a combustion device to release smoke over engines.
Baliwag Traffic Management Office (BTMO) together with the Eco-Police and barangay officials shall enforce provisionary measures on inspection that will prohibits excessive noise and smoke from mufflers that are modified. Violation of laws regarding modified mufflers offenders will be fined Php 300.00 for the first offense, Php 500.00 for the second offense and Php 1, 000.00 plus confiscation of mufflers.
Mayor Ferdie stands to raise awareness for the right of every person to a peaceful living that might be molested due to excessive use of these modified mufflers commonly observed among private vehicles nowadays. The said EO shall be taken in action 15 days upon signature.
